A very nice and well-informed reader of this website informed me about Crimson Contagion, a large scale exercise conducted in 2019 involving much of the US government that simulated the outbreak of a novel respiratory virus that originated in China.
Crimson Contagion was a joint exercise conducted from January to August 2019, in which numerous national, state and local, private and public organizations in the US participated, in order to test the capacity of the federal government and twelve states to respond to a severe pandemic of influenza originating in China.
The simulation, which was conducted by the Department of Health and Human Services in a series of exercises that ran from January to August 2019, involved a scenario in which a group of about 30 tourists returning from China spread a novel influenza A respiratory virus in the United States, beginning in Chicago.

Robert Kennedy, Jr.'s book The Real Anthony Fauci mentions a tabletop exercise called Crimson Contagion that ran from January through August, 2019. I had not previously heard of it and I found the mention remarkable, simply because it proves that not everyone was shocked by lockdowns. They were not part of official planning documents of either the CDC or WHO but they were clearly in the plans of someone.
I've only followed up on this report in light of growing focus on the person who coordinated Crimson Contagion: Robert Kadlec, who served in the Trump administration as Assistant Secretary of Health and Human Services, Preparedness and Response.
